To be honest any graphics card will run this monitor correctly due to it has vga, dvi and hdmi ports on it. It really comes down to what you use your computer for. If its gaming or photo shop than your going to need a higher end card like a GTX 200 series or greater. But if you just use it for watching dvds and browsing the web than any old card will do.

Mostly you will need a graphics card with 256-bit memory depth, and at least 512 MB of Video Card Memory. If you are planning on doing gaming, then you will need a much more powerful card.
If you are unsure of a particular card will display, then you should check the manufacturer's respective website, under each card they list the specifications and supported resolutions. You would require a card that supports 1920x1080 resolution.
Also, if you plan on connecting via an HDMI port, you will need an ATI 4800 series or newer (5xxx, 6xxx, etc.) or an Nvidia GTX 2xx, 4xx, 5xx, or newer.

If your using the dvi or the hdmi port on your monitor your want to install the digital driver because dvi and hdmi are digital signal. Dvi and hdmi are what most video cards support and its rare to find a video card with vga port on it anymore. If you don't know the difference dvi is a 24 pin connector and vga is a 15 pin connector. So if your using the 24 pin dvi cable or a hdmi cable than install the digital driver and if your using the 15 pin vga connector install the analog driver.

HDMI is a digital connection, you should be selecting DIGITAL.
Nearly 1 inch of my display area is off my screen on each side, and I cannot reset resolution.
I attend many webinars, and need to access the edge of my screen to use the functionality of webinar software. Installing the Samsung driver did not help. Native resolution is set to 1920x1080. How can I correct this?

You need to adjust what is called Scaling or Overscan on your graphics card.
Go into the graphics card drivers and do so.
For ATI owners, it can be found like this:
1. Open Catalyst Control Center 2. Click on Desktops and Displays 3. Under the "Digital Flat-Panel" (it may be listed as something else) you will see Properties, display color, scaling options, and more. Click on Scaling Options and adjust the slider as necessary.

When my computer and monitors to into hybernation my old second monitor comes back fine but the Samsung monitor is blank and will not come back without me having to shut down my computer and keep it off for about 10-15 minutes before it will start diplaying information. I keep on trying to detect teh monitors and it tries but it is unsuccessful. The second monitor goes back to show the desktop and teh computer beeps and tries to use the Samsung but either the Samsung stays blank or flashes the screen with the correct information but then goes blank and stays that way.

Try turning off dynamic contrast, that adjust the backlighting based on the images displayed on the screen. If that does not fix the issue, then this seems to be a defect, request service. The backlight properties should be constant when dynamic contrast is turned OFF.

Question
what to send in?
I just opened a repair ticket, and wrote that the problem is the power supply/power cord. The system is asking me to send the monitor in without any cords and such. This could all be solved if a new power supply/cord were shipped to me. The monitor is just fine, but is not getting any power.
