Yes, the WIS09ABGN Wireless Adapter does come with an Instruction Manual.
To connect your Wireless Adapter, use the L adapter if it fits... Do not force the L shape adapter, if the usb port is a bit too close to the back of the LCD Flat Panel. Just remove the adapter, then push it into any usb ports.
A box should pop up automatically, and asks to configure the new wireless usb, to connect to a wireless network.
You should see your network appear on the Wi-Fi search screen. If this does not work, try unplugging the power cable from your router or modem. Wait 15 seconds, then reconnect the power to router, and or modem.
Now, wait till the router boots up, and try to reconnect to see if it now shows up on the Wi-Fi search screen.
If it does show your network, then simply click on the network, and punch in your wireless password. If you don't know your password, then try looking on the back, or bottom of your router, and a you should see a default wireless password. Type that in.
For Cable modems Only! --- Call your service provider, and find your way to service issues, then when asked to REFRESH your modem, hit yes.
If all of these steps do not work, I would advise to change your Wireless Security settings to WPA, instead of WPA2. There are compatibility issues with some networks, and most wireless devices will always connect to a WPA security setting.

Depends on your Wireless settings of your router, meaning do you use a Security key or not, WEP WPA WPA2. Read the paper that came with the device, I recall having read it won't connect if one has WEP enable. I am using WPA2 security; switch on my device (TV) plugged it in and followed the prompts that were displayed on the screen. Searched for Wireless source and added my security key did a test and it was ready to go. Be sure the encryption key is not too long and all should work just fine. I have done it several times and each time was a breeze. Hope this will help. Even tried it with the WPS feature on my router, which was also a breeze.

The instruction will be in your TV instruction book and it will also tell you what adapter will work with your specific TV. Thier is not realy ant instructions that come with the adapter other than refering you the way I just did, it is pretty basic like a plug and play.
