I'm sorry to hear you're having this issue with your WF338AAB. There are ways of addressing the off-balance issue, but it is not likely that this is related to the machine not turning on, which needs to be dealt with first. Please check the power cord to make sure it's plugged into the outlet, and check the outlet to make sure it has power. I would suggest cycling the circuit breaker off then on, and trying to plug another appliance or electrical item into the same outlet that the washer is plugged into. If the other item works but the washer will not power on, it will require service.
If the washer does power on, the door should unlock. If it doesn't unlock right away, try pressing the Start/Pause button. If the door will not unlock it will require service.
If the door does unlock and you're able to run the machine, it's time to address the off-balance issue. The WF338AAB is equipped with Samsung's signature Vibration Reduction Technology which, when leveled properly, should significantly reduce noise and vibration during even the highest spin speeds. While it is not unusual to have some vibration in the early stages of the spin cycle (up to approximately 400 RPM, or "medium" spin speed), this vibration should virtually disappear as the spin cycle progresses.
