I'm sorry to hear you're having this issue. Even though the filter is new I would still check first to see if the filter may be causing the change in the water flow. Try removing the filter and filling a glass of water without the filter installed. Under normal conditions, a 170 cc (5.75 oz.) cup should fill in about 10 seconds, assuming the supplied water pressure is at the recommended 20~125 psi. If the water flows faster without the filter installed, then please either try installing the filter again to ensure it wasn't installed incorrectly, or if necessary, replace it with a new filter.
If the filter is not the cause, please check to make sure the water lines are not bent or kinked and the valve is open and not clogged at the water inlet.
