The above article provides instructions for locating the reset button. If this does not resolve the issue, please read some of the other relevant articles in the Guide for additional suggestions related to checking the water supply and pressure, the water filter and making sure the set temperature is cold enough. Please make sure the icemaker has not been turned off by pressing the Ice Off button, as well.
In answer to your question regarding the feeler arm, it should be down if the level of ice is low, and should only be raised by the ice cubes as they accumulate in the bucket below it.
